Mayor Kim Chung-Seog was born on 10 October 1940 in Yeosu, Korea. He graduated from Donguk University, Seoul, Korea in 1961, majoring in commerce. He is a two-time Mayor of Yeosu, first serving from 2002 to 2006, and now serving his second term from July 2010, by the strong will of Yeosu citizens. He served as an advisory and standing member of the Democratic and Peace Committee from 1983 to 2002. Mayor Kim also dedicated his life to Korea Junior Chamber acting as Vice Chairman in 1997 and Executive in 1980. Mayor Kim was awarded Presidential Citation in 1887 and received the Dongbaek Medal of Order of Civil Merit 1991 and 1992.
